Companhia Siderúrgica do Pecém is located at the Port of Pecém Industrial Complex (CIPP). It is an industrial and port complex focused on Ceará’s industrial facility development and its regional influence area using structure projects like CSP, thermoelectric mills, regasification unit of Liquefied Natural Gas (LNG) and a fuel tankage center.
The complex has an area of over 13,330 hectares destined to industries establishment. CIPP is formed by port facilities, by environment protection areas and by four sectors for industrial and services occupation. It is located on the municipalities of Caucaia and São Gonçalo do Amarante at approximately 50 km away from Fortaleza.
The institution of CIPP built one of the strategic projects of Ceará’s Sustainable Development Plan performed (1995 and 1998), integrating part, in the federal area, of the programs Brasil em Ação and Avança Brasil.
In the region, is also located an Export Processing Zone (ZPE), which the main goal is to attract companies for production of goods exports. Companies installed in ZPE, like CSP, have tax, exchange and specific administration benefits and they are committed to export at least 80% of its production.
The benefits provided to companies installed at ZPE are guaranteed for 20 years. The deadline can be extended for the same period in case of high investments that require long deadlines of amortization. Other special duties do not have such a long deadline, allowing a greatest security of investments made in ZPE.
The main goals of Brazilian ZPEs are: to attract foreign investments and to strengthen the Balance of Payment; job generation and regional unbalances decrease; to promote economic and social development of the country as well as technologic dissemination.
Ceará’s ZPE expects to receive over throughout the next 10 years, investments of R$12.7 billion, totaling 34,000 jobs in its new area (Sector II), of 1,911.04 hectares.
